Government Budget in Turkey, 2016

Central government budget outlays on R&D amounted to 6.173 Million TL in 2015 Central government budget outlays on R&D amounted to 6.173 Million TL as in comparison with the previous year increase by 10% in 2015. According to these results, Central Government Budget expenditures on R&D accounted for 0.32% of Gross Domestic Product (GDP) and 1.08% of the Central Government Budget expenditure in 2015. These proportions were 0.32% and 1.12% in 2014 respectively. Initial budget appropriations have been allocated 7.461 Million TL on R&D for the budgetary year 2016 According to provisional results based on initial budget appropriations, Turkey has allocated 7.461 Million TL on R&D for the budgetary year 2016. Indirect R&D support was 1.722 Million TL for the year 2015 Total amount of indirect R&D support (tax incentives, exemptions, reductions in R&D workers’ wage taxes and social security contributions) was 1 722 Million TL for the year 2015. Most important socio-economic objective was General University Funds The largest share of Central Government Budget appropriations on R&D was directed to the socio-economic objective ‘General advancement of knowledge: R&D financed from General University Funds (GUF)’ with 31.9% for the year 2016. EXPLANATIONS Measuring R&D activities financed by Government (Central Government) based on initial budget appropriations (provisional) and actual outlays (final) is important to identify Government support for R&D or priority of R&D support in Central Government Budget. This covers not only government-financed R&D performed in government establishments, but also government-financed R&D in the other three national sectors (business enterprise, private non-profit, higher education) as well as abroad (including international organizations). Indirect R&D support covers tax incentives and exemptions based on the Law 193, 5520, 4691 and 5746. These figures were calculated by using data from The Ministry of Finance as actual values for 2015 and estimates for 2016.
